Balloon is too Small
Some balloons can’t stretch enough to store the energy needed to push a car.

A 12 ″ round party balloon usually works quite well.

A skinny cylindrical balloon for making balloon animals usually does not store enough energy to move the car.
If the air flow is in right direction (opposite the direction you want the car to go), and the balloon and straw are air tight, and the car still won’t go, then try a different kind of balloon.
